Job Description:

The Payroll Operations Service Manager is a critical and highly visible role within the NGA Human Resource Outsourcing (HRO) line of business. This role is responsible for ensuring the day-to-day services for a defined client(s) are delivered according to the contract, both in terms of timeliness, quality and in line with the agreed service levels (SLAs) and metrics. The Operations Service Manager will not have direct reports but will have a dotted line into Team Lead and Payroll Specialist, both on and offshore, who are responsible for timely and accurate delivery of payrolls, assisting in evaluating change requests and operational improvements. The role of Payroll Operations Manager requires an in-depth knowledge of the end-to-end payroll cycle. Working knowledge of critical inputs and outputs, such as third party interfaces, timekeeping, tax filing/compliance, accounting, benefits and other key areas that integrate with payroll is essential. Interacting daily with various levels both internally at NGA and at the client level is essential. This role is critical to fostering an environment of collaboration in addition to creating a culture focused on operational excellence. In addition, the ability to think strategically is vital to this role. Essential Functions: Partner with Payroll Core Processing Operations Manager to ensure the day-to-day operational processes are being delivered effectively to meet the client and NGA objectives. Partner with Payroll Core Processing Operations Manager and other functional production managers to ensure Payroll Specialists are delivering consistent and accurate payroll cycles and associated programs are executed timely. Work directly with the client on CPI initiatives. Maintain and manage open items list to capture, report and drive-out improvements and solutions. Serve as an escalation point both internally and with the client. Adhere to, remain current on and disseminate current policy, tax regulations and compliance items. Increase effectiveness and efficiency through executed improvements. Responsible for SOC1 compliance. Facilitate and/or lead client calls as needed. Plan and lead the execution of Year End efforts for defined client(s). Participate in RFP sessions or new client implementations as requested. Other duties, as assigned by your immediate supervisor and/or manager. Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. While performing the duties of this job, the employee frequently sits; uses hands and fingers, handle or feels objects, tools or controls; reach with hands and arms; talk or hear and occasionally required to stand; walk; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell. The employee must occasionally lift or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Position Type/Expected Hours of Work: This is a full-time position. Days and hours of work are Monday through Friday, 8:30 am to 5:30 pm. This position regularly requires long hours and weekend work. Travel: Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Required Education and Experience: Minimum 10 years of experience in payroll, including a minimum of 3 years at a management capacity Intermediate to advance Microsoft Excel, PowerPoint and Word skills.
