This dynamic leader will drive the overall strategic planning, screening and interviewing of potential associates, conducting full life cycle recruitment in sourcing the best talent for City as well as maintaining effective programs for retention, promotion and succession planning. This role will play a key part in supporting and positively impacting business growth and changes aligned to ongoing strategic initiatives. This person will act as a trusted, internal adviser and business partner making recommendations to promote the organization's mission and business strategies using a data driven approach that weighs the potential benefits and costs associated with each option. JOB DETAILS Job Title: Head of Talent Acquisition Reports To: Senior Director of People Location: Jacksonville, FL Business Unit: City Facilities Management (Fl) LLC Employment Type: Full Time Direct Reports: 6 Key Result Areas/Key Responsibilities Recruitment Build talent pipelines for current and future job openings Lead all sourcing strategies Serve as the initial recruiting agent for an 500+ field technical staff and 200+ office staff comprising of Finance, IT, Procurement, Customer Support, Health and Safety. Effectively liaise with HR Managers regarding talent flow. Forecast hiring needs based on business growth plans Oversee all stages of candidate experience (including application, interviews and communication) Talent Development Manage all recruitment matters for the business and design and implement attraction/ retention strategies Recommend and review remuneration strategies and market place competitiveness Establish, maintain and monitor preferred recruitment provider relationships and assessment tools Manage senior recruitment activities and programmes Assist and liaise with managers to determine job requisition needs and communicates these effectively Employment Brand Marketability Manage our external partnerships with colleges, job boards and HR software vendors Implement online and offline employer branding activities to build a strong employer brand Communication Effectively communicate with management and employees in clear and concise manner Create an atmosphere of co-operation thru confident and fluent communication Administration Serve as subject matter expert in order to resolve issues, efficiently and quickly as possible Measure key recruitment metrics, like source of hire and time-to-hire Participate in and host recruitment events to drive awareness of our company Manage, train and evaluate our team of recruiters QUALIFICATIONS & EXPERIENCE Education: Bachelor's degree or equivalent Experience: Essential: Minimum 5 years' HR experience in a Leadership role. Minimum of 2 years' experience, knowledge and expertise in HR systems analysis and design and project life cycle methodology, best practices and processes; Minimum 2 years' experience in HR Systems implementation and project management; Strong understanding of HRIS design, structure, processes, analytics and reporting Preferred: PHR/SPHR certification Previous general HR experience in facilities maintenance and/or a customer service and/or call center environment PERSONAL SKILLS & ATTRIBUTES (Values and Behaviors) Own and display City values at all times Respect and value others and work as one team (mandatory all positions) Maintain a professional and positive attitude at all times and act with integrity (lead by example) High degree of flexibility with regards to working hours and contact ability Strong people management skills High level numerical and analytical skills Demonstrated attention to detail and accuracy Maintain a high standard of delivery on all work and meet deadlines Display high level of motivation and drive at all times Remain calm and organized at all times Ability to develop rapport to ensure effective working relationship with all associates and our customer across all levels Demonstrate initiative and confidentiality across the business Treat others with respect and be conscientious and courteous Good time management, planning and organizing ability
