The Agency for Health Care Administration is Florida's chief health
policy and planning entity. The Agency is responsible for
administering the Florida Medicaid program, the licensure and
regulation of nearly 50,000 health care facilities, and empowering
consumers through health care transparency initiatives.
Under the direction of Agency Secretary Simone Marstiller, the
Agency is focused on advancing Governor DeSantis' vision for
Florida's health care system to be the most cost-effective,
transparent, and high-quality health care system in the nation.
Current Agency initiatives include implementing Florida's
groundbreaking Canadian Prescription Drug Importation Program,
overhauling Florida's healthcare technological ecosystem, and
increasing insight in the cost of health care services.

Position Overview:
The primary function of this position is to supervise the
performance of a complex multi-program survey process. The survey
of numerous kinds of health care facilities encompasses all aspects
of the requirements for state licensure and Federal certification.
This position may be required to perform these duties as a team
leader, team member, or individually as assigned. The position may
also be assigned to a team leader, other than the immediate
supervisor, who will have technical guidance or control during the
assignment only.
This position is required to successfully complete the Surveyor
Minimum Qualifications Test within the first 12 months of
employment as required by Sections 1819(g)(2)(ii) of the Social
Security Act, as amended, and Article IV(B) of the Agreement
pursuant to Section 1864 of the Social Security Act.
Supervises and conducts the performance of surveys of health care
and residential facilities for state licensure and Federal
certification of the Medicare and Medicaid Programs. These
responsibilities encompass activities such as reviewing facility
files prior to the visit; coordinating with team members concerning
objectives of the visit when applicable; making detailed
observations of the facility during the visit and documenting
findings. Ensures to completion/resolution all duties and
responsibilities related to facility surveys from initial to final
action including approval of corrective actions taken by health
care facilities to rectify deficiencies cited
Responds to consumers, providers, and the general public on
inquiries received. Performs other administrative functions,
including the review of different reports to ensure accuracy prior
to the supervisor's signature. Provides technical and
administrative consultative services to health care providers and
potential providers to assist them in qualifying for Federal
Certification and/or State Licensure.
Conducts follow-up visits to facilities to evaluate correction of
deficiencies within mandated time frames, conducts complaint
investigations and unannounced appraisal-surveillance visits to
determine compliance with federal and state regulations. Prepares
applicable reports upon completion of visit
Assists area office management staff in the development and
preparation of technical standards and reports, procedural
instructions, educational and technical material, and related
professional information. Trains staff in methods for performing
surveys and complaint investigations. Performs other related work
as assigned and required.
The incumbent shall receive Sexual Harassment, Cultural Diversity
and ADA training within six months of appointment in compliance
with agency policy.
Complies with and monitors compliance (when applicable) of
mandatory prompt vendor invoice payment requirements in Section:
215.422, Florida Statutes, and Chapter 3A-24, Florida

KNOWLEDGE, SKILLS, AND ABILITIES
1. Must be knowledgeable of social services and resident activities
programs.
2. Knowledge of state licensure and federal certification
requirements.
3. Oral communication skills, interviewing skills, writing skills,
and team dynamics are required.
4. Ability to plan and organize is required to ensure timely
completion of survey responsibilities.
5. Ability to utilize microcomputer equipment and software to
enter, retrieve and manipulate data required to perform licensure
and certification functions.
6. Ability to lift up to 25 pounds on a regular basis (laptop
computers, manuals, etc.).
7. Ability to travel as necessary, with or without
accommodation.
8. Ability to work before and after normal work hours, including on
weekends and holidays.
MINIMUM QUALIFICATIONS REQUIREMENTS
+ Two (2) years professional health care licensure, regulation
and/or certification experience or Three (3) years nonprofessional
health care licensure, regulation and/or certification
experience.
Preference will be given to applicants with a bachelor's degree
from an accredited college or university in a medical or health
care field which can substitute for one year of the professional
experience or two years of nonprofessional experience.
Applicants with nursing home or assisted living experience, or
Qualified Intellectual Disabilities Professional (QIDP)
certification are preferred.
