Your Specific Responsibilities:
The Minority AIDS Coordinator (MAC) works identify at-risk
populations; promote primary prevention efforts, intervention,
access to health care and related services, and develop strategic
objectives to identify and decrease health disparities. Promote
access to HIV prevention, care, and related services for
HIV-infected and HIV at-risk racial and ethnic minority members.
The incumbent requires minimal supervision and makes independent
decisions to implement HIV media campaigns, structural and
behavioral interventions, HIV testing, linkage, and retention to
care efforts. The MAC coordinates activities with the Statewide
Minority AIDS Coordinator, assists with outreach, and works in
collaboration with the planning groups for HIV/AIDS prevention and
patient care. The MAC provides technical assistance and training to
organizations providing HIV related services to predominantly
racial and ethnic minorities. This position routinely requires
travel in and outside of Area 4 and is created by Florida Statute
381.006.
Public Health Competency Domain 1: Analytical/Assessment skills
* Identifies minority community-based organizations' needs (i.e.,
training, information resources, etc.).
* Targets areas of high HIV risk to establish agreement with
community partners to promote HIV awareness and access to
services.
* Performs analysis of existing HIV testing rates using
surveillance and early intervention data to prioritize private
providers and/or clinics for outreach.
Public Health Competency Domain 2: Policy Development/Program
Planning skills
* Records and tracks program data in assigned FDOH electronic
databases.
* Develops and implements an annual MAC work plan in cooperation
with HIV/AIDS Program Coordinators in Area 4.3
* Provides data summaries and other reports monthly for program
planning and program monitoring and evaluation.
* Coordinate with the HIV prevention program staff and Early
Intervention Consultant to avoid duplication of effort; maximize
outreach efforts in accordance with the approved Area 4 Prevention
Plan.
* Develops policy and procedures, training manuals, and sample
marketing materials for statewide dissemination of Physicians
Response to AIDS (PRTA) project.
Public Health Competency Domain 3: Communication skills
* Presents information about the HIV epidemic, and DOH efforts to
respond to the epidemic, to community gatherings, media, and
internal stakeholders.
* Provides written reports on HIV prevention and care activities in
Area 4.
* Communicates regularly and effectively with Persons Living with
HIV/AIDS of color to determine barriers or challenges accessing
services.
* Effectively communicates detailed information about Florida's
Plan to End New HIV Infections by 2020 to physicians and other
medical staff. Educates providers on CDC recommendations for Test
and Treat, routine testing, and other interventions.
* Provide training to other FDOH staff implementing the PRTA
project
Public Health Competency Domain 4: Cultural Competency skills
* Use knowledge of varied racial, ethnic, economic, cultural and
lifestyle characteristics to promote more inclusive HIV prevention
and treatment programs in Area 4.
* Assures the use of culturally sensitive literature and
educational materials at DOH and community partner service
locations.
* Promote the development of culturally sensitive marketing content
for traditional and social media campaigns.
Public Health Competency Domain 5: Community Dimensions of Practice
skills
* Provides support and technical assistance to the First Coast
Community AIDS Prevention Planning Partnership and attend community
planning meetings as scheduled.
* Participate in and provide technical assistance to the
Jacksonville Metropolitan Area Ryan White Planning Council.
* Increase HIV testing for minorities through community-based
screening.

* Advocates for innovative HIV prevention strategies as part of a
larger inter-connected system of care that influences the health of
minority populations at local, state, and national levels.
* Conveys to project partners the ways public health, health care,

* This position requires knowledge of HIV and STD symptoms, and
risk factors.
* Knowledge of public health systems, as well as professional and
interpersonal skills to interact with health care clients, health
care professionals and others who impact STD Prevention and
Control.
* Understanding Public Health Awareness campaigns.
* Working familiarity with racial and ethnic minorities, as well as
economic, cultural and lifestyle characteristics common to people
at risk for HIV and other STDs.
* Understanding of surveillance and early intervention data request
procedures and data handling.

Qualifications:
Minimum -
* A valid Driver License
* Experience with PrEP and or high impact prevention strategies
* Experience working with a disease control program, social
services program, clinical setting, or community-based organization
within the past 5 years
* Experience in conducting workshops and trainings for both
internal and external customers
