NEED Locals- Has to be onsite from day 1Contract 2 hire RoleNo Visa sponsorship.Only USC/ Green Card.Description --- Serves as liaison between Oracle project/development team and City areas such as Finance, Contracts, Accounts Payable, Accounts Receivable, and Purchasing. --- Communicates Oracle Business Practices to the organization and monitor processes.--- Coordinates with project team to ensure final deliverables meet customer requirements.--- Operates as lead contributor individually and as a team member, providing direction and mentoring to others. --- Leads the business with testing during Oracle patches and upgrades.--- Develops and coordinates training on business and system processes. --- Identifies business gaps and inconsistencies and accordingly develop action plans. --- Develops and/or assist in developing Oracle Transactional Business Intelligence (OTBI) reports; analyzing data to build reports and dashboards based upon customer requirements.--- Creates functional specification documents and develops use cases. --- Plans and conducts JAR and JAD sessions for moderately or highly complex business requests. --- Conducts review/approval of requirements, use cases and specifications with the Project Stakeholders and businesses. --- Works directly with Oracle development teams to assist with translating business requirements and processes. --- Drives implementation of new processes and procedures. --- Works independently on complex projects, processes, and system functions. --- Analyzes moderately to highly complex business requests and defines action plan for business analysis deliverables such as requirements definition and use case development, including business requirements documentation (BRD), functional requirements documentation (FRD), system specifications and other relevant documentation.--- Prepares formal presentation materials for communication with senior executive leadership. --- Conducts all-levels of analysis of business requests under direction of the Project Manager. --- Develops Requests for Information (RFI), Requests for Proposals (RFP), and documenting evaluation results for small and large projects. --- Creates process diagrams and descriptions for as-is and to-be processes. --- Documents, reviews and revises meeting minutes and action items from project meetings. --- Assigns action items and tracks tasks to completion.--- Potentially leads Business Systems Analyst including Junior and Associate in the preparation of project artifacts such as requirements documents, activity diagrams, and use cases.--- Conducts review/approval of requirements, use cases and specifications with the Project Stakeholders and businesses. --- Conducts business process modeling and facilitates development of process flows and diagrams via whiteboard sessions and role play. --- Performs other duties as assigned. Goals--- Use knowledge of Oracle Cloud ERP applications and analysis skills to assess and translate complex business needs into defined requirements surrounding the City's ERP solution.--- Carry out business process analysis as well as gap analysis pertaining to Oracle modules and the City's processes. --- Evaluate current business procedures and recommend improvements where needed. --- Prepare requirements and create functional documents for design and implementation when necessary. In addition, the OBSA will create test scripts and assist functional areas with testing to ensure business and system functions align.
