Your Opportunity

The Project Manager, Commercial Leader (PMCL) is responsible to oversee all project execution in their Business Center (BC) or in multiple BCs (as assigned) to ensure compliance with Stantec and Power & Dams Business Line (BL) requirements. The PMCL shall overview and coordinate both small and large projects through all phases of engineering design, procurement, and construction management/support, through project close-out.

The PMCL will report to the Business Center Operating Leader (BCOL) and is expected to provide leadership for all Project Management related staff by providing review/oversight of all active projects, directly or indirectly assisting with PM assignments,

developing processes/controls for managing projects, and developing/assessing project

management/support personnel.

Your Key Responsibilities

  • Manage a group of Project Manager's (PM), Project Controller's (PC), and Document Controller's (DC), including evaluation of resources, interviewing, hiring, training, performance, and rate reviews.

  • Ensures PM's are following all Stantec HSSE requirements and preparing HSSE documentation.

  • Ensures projects within his/her BC(s) are reviewed, monitored, and completed within budgets/schedules while meeting Stantec and Power & Dams BL requirements, client needs, business objectives, and design requirements.

  • Manages programs/processes for execution of projects within his/her BC(s) to ensure successful execution and coordination of all projects.

  • Oversee PM's in the management of their weekly and monthly project WIP and AFDA.

  • Monitors progress of all BC(s) projects at least monthly to provide financial control and ensure proper project execution. As part of this review, shall ensure projects maintain accurate Estimates to Complete (ETC) and Earned Value (EV).

  • Supports proposal development by working closely with PMs and Pursuit Leads to ensure experience and lessons-learned from other projects are incorporated in detailed cost estimates and pricing strategies.

  • Participates in Major Project Risk Review Committee as needed.

  • Hires, manages, and develops Project Management and Project Support staff within his/her BC(s).

  • Creates a culture of quality within Project Management and helps to facilitate continuous improvement activities.

  • Recommends improvements, ideas to improve work processes, policies, procedures, and design at every opportunity that may result in improving project execution, control, or monitoring.

  • Development of innovations (tools, practices, standards, etc.) to improve how projects are managed.

  • Facilitates regular meetings with PMs and Project Controls personnel to receive updates on project status and reports this status to BC(s) management.

  • Works cooperatively with and ensures that project managers work cooperatively with the appropriate Sector Leaders/Subsector Leaders and project clients to clarify specific needs and requirements.

  • Keeps client and appropriate Sector Leaders/Regional Sector Leaders up to date on project status throughout process.

  • Responsible for ensuring that project managers within his/her BC(s):
  • Manage their project teams including engineers, consultants/ contractors, Procurement, and administrative support personnel.
  • Develop schedules and budgets for assigned projects and continually track progress against those established schedules/budgets.
  • Identify and evaluates alternative solutions to best meet program goals.
  • Prepare Monthly Status Reports as required.

  • Works closely with and assists PMs to manage the following:
  • Any novel or "first-of-a-kind" work/projects to ensure proper controls are put in place and BC management is kept appraised of any risk and mitigation strategies.
  • Other corporate support functions, such as Risk Management, Accounting, and IT.
  • Procurement; when Stantec is supplying Procurement services, especially when procuring goods/services for clients on "Stantec paper."
  • Risk management; to identify and mitigate project risks throughout all stages of active projects effectively and proactively.
  • Change management; to ensure procedures are followed for the engineering scope changes and that the associated cost and schedule impacts are recognized and accounted for.
  • Project design reviews (internal and external); to ensure projects are completed in accordance with Stantec policies and guidelines.
  • Performance feedback: on engineering team members is supplied to discipline management on a regular basis.

  • Responsible to perform billable work to meet a target utilization level. As necessary to meet utilization level, the PMCL may be responsible for managing projects, special studies, program initiatives, or as executive sponsor on projects.

  • Participate in and contribute to the monthly project financial review with Accounting and the BCOL.

  • Direct and oversee the execution of project audits and iPlans.

  • Promotion and training related to the PM Framework and other tools used by the Projects Group.

  • Makes presentations to BC(s) or senior management.

Qualifications

Your Capabilities and Credentials

  • Display exceptional communication skills, both verbal and written.

  • Demonstrated success running projects with project management tools, such as schedules, budgets, action item lists, etc.

  • Ability to communicate effectively and professionally with staff, clients, and third-party organizations.

  • Ability to organize work effectively and establish priorities amongst competing deadlines.

  • Ability to prioritize and execute work with minimal supervision.

  • Ability to effectively build, lead, and motivate a team.

  • Exemplify a professional attitude and demeanor.

  • Ability to be an independent thinker capable of solving problems within a team environment by analyzing technical issues, applying underlying principles, and delivering cost-effective solutions that provide value to clients.

  • Knowledge of systems (Microsoft Office, Primavera, and other scheduling and financial tools).

  • Knowledge of contracts and commercial agreements.

Your Education and Experience

  • Education: Bachelor's degree in engineering or other applicable field of study. However, a candidate with other pertinent education or proven experience may be considered (e.g., Professional Licensee or Professional Technologist with proven experience). PMP is not required however is preferred and will be a KPI for the individuals first year.

  • Experience: At least 10 - 15 years of project management and Power or Industrial sector experience.

  • Specialized knowledge, licenses, skills, etc.; EPCM experience preferred.
