If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. * Intakes/Assesses, investigates, conciliates, and/or resolves complex, highly sensitive and difficult allegations of discrimination related to housing, and employment. * Conducts systemic housing discrimination complaints, which affect large numbers of minorities and women, or which have been in effect for a substantial period of time, resulting in institutional or flagrant housing discrimination patterns of practices. * Interviews complainants and witnesses to obtain evidence relevant to the allegation of discrimination. * Prepares final investigative reports or a standard compliance review format which includes specifying issues, presenting facts germane to those issues, critically analyzing evidence, and making findings and recommendations. This position is located in the Office of Fair Housing and Equal Opportunity (FHEO). Qualifications You must meet the following requirements by the closing date of this announcement. Please note: This is an open-continuous announcement with cut-off dates of 05/08/2019, 06/07/2019, and 07/08/2019. Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes: * Experience conducting the portion of housing discrimination complaint investigations on behalf of a qualified fair housing enforcement organization or a HUD-certified substantially equivalent state or local civil rights enforcement agency that includes gathering and evaluating both documentary evidence and detailed witness interviews; OR * Assisting in the development of an assessment of fair housing, fair housing equity assessment, analysis of impediments, a public housing agency 5 year plan or a community impact assessment on behalf of a HUD-funded consolidated plan participant or public housing agency; OR * Assisting with Title VI or 504 compliance reviews of federal grantees that include the creation of a report of investigation, letter of findings, and voluntary compliance agreement. OR Education: You may substitute education for general or specialized experience as follows: A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Specialized Experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level. Specialized experience for this position includes: * Dealing directly with clients or staff officials to obtain information, to discuss specific minor problems, and to explain regulations and compliance review procedures; OR * Gathering facts related to allegations of discrimination, analyzes them, and makes recommendations to higher level staff for resolving complaints; OR * Using geographic concepts, tools, and systems to analyze resource conditions and trends; OR * Conducting legal research to apply Fair Housing, Title VII, or other Civil Rights laws to related issues; OR * Using software programs to track projects and provide status to help recipients carry out Fair Housing program objectives. OR Education: You may substitute education for general or specialized experience as follows: One full year of graduate level education in a related field, or Superior Academic Achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society. OR Combination: You may qualify by a combination of experience and education. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed using the total qualifying experience as a percentage of the experience required and adding the percentage of the required education completed; the total percentages must equal at least 100 percent to qualify.
