The value stream architect is responsible for optimizing
operational and development value streams using various lean-agile
practices and tools. For operational value streams, the architect
leads and enables enterprise-wide adoption of lean methods and
tools designed to reduce waste and improve flow. For development
value streams, the architect designs value stream architectures and
integrates the software development toolchain using a no-code value
stream management platform. Additionally, the value stream
architecture team works closely with value stream engineering,
DevOps engineering, and enterprise architecture to continually
measure, modernize, and optimize the architecture to take advantage
of emerging trends and organizational capabilities. The architect
continuously evaluates value stream performance and provides
insights into improvement opportunities.
The Value Stream Architect is a broad, technical role
Intermediate Architects have in-depth experience with DevOps or
continuous improvement and will continue to build skills across
both domains plus coaching, mentoring, and teaching. Continuous
learning, individual research, and pair work are typical for this
position.
Job Duties
Models' ethical behavior and executes job responsibilities in
accordance with Citizen's core values, ethics, and information
protection policies.
Design target architectures for development value streams. Create
end-to-end visibility of all software delivery value streams from
customer request through delivery and the customer feedback loop.
Model development value streams and optimize the tool and artifact
networks. Define integration strategies with other VSAs, and work
with product owners and enterprise architecture to create roadmaps
and backlog items. Support the EBSAs and business leaders in
modeling operational value streams. Ensure the operational and
development value stream efforts align to each other and enterprise
priorities.
Improve operational value streams. Collaborate with value stream
leaders and enterprise business solution architects (EBSAs) to
design, measure, and improve operational value streams. Coordinate
with process automation (RPA) to automate processes.
Increase the observability and measurability of any value streams
across the enterprise. Integrate all development value streams into
the value stream management platform. Maintain the measurement
systems and manage artifact types, states, and flow in value stream
management tools. Continually monitor performance and ensure
business leaders, product owners, and teams understand and act on
the performance metrics. Contribute to designing new measurement
systems and optimizing existing systems across various
platforms.
Enable value stream management best practices. Serve as the subject
matter expert of the existing and future value stream architecture
for an agile release train. Provide strategic and technical
oversight to multiple agile teams to help the teams align to the
architectural constraints for the release train and enterprise.
Socialize best practices in value stream management, design robust
and scalable value stream management integrations, and approve
toolchain integration designs.
Enable organizational upskilling across technical practice
modernization and continual improvement. Modernize the organization
by mentoring teams to adopt new tools, methodologies, and
platforms. Provide training, support, and occasional consulting
services to critical collaborators while developing their
competencies. Lead research of emerging practices in lean-agile,
continuous improvement, software development, DevOps, and related
disciplines. Develop recommendations based on research, market
trends, and business acumen. Identify and assist in closing
knowledge and skill gaps within teams. Design and facilitate
assessments and workshops for teams. Lead and contribute to
communities of practice and other workgroups. Consult for and
mentor individuals and groups.
Continually improve the performance of each operational and
development value stream. Identify bottlenecks and apply continual
improvement tools to reduce waste and improve flow. Develop current
and future state process simulations and conduct complex data
analysis. Work with agile teams, agile coaches, and release train
staff to organize people and processes to optimize the flow of
value.
Maintain owned products. Maintain relevant value stream management
and process management systems and products. Responsibilities
include configuration, administration, design, optimization, and
troubleshooting.
Qualifications Knowledge Required
Strong knowledge of value stream management principles and best
practices
Strong knowledge of value stream management frameworks and tools,
such as Flow Framework, Flow Metrics, and Tasktop
DevOps and DevSecOps domain knowledge, such as continuous
integration, continuous deployment, observability, and process
automation
Working knowledge of lean-agile development practices, such as
agile software engineering, extreme programming (XP), low-code
development, and no-code development
Strong knowledge of lean six sigma practices, techniques, and
tools, including statistical analysis, problem-solving, change
management, and project management
Knowledge of agile at scale frameworks such as SAFe and agile
methodologies such as Scrum and Kanban
Knowledge of agile delivery practices, such as feature breakdown
and story mapping, agile product management, model-based systems
engineering, and iterative and incremental development
Strong knowledge of economic justification tools and data-driven
decision making, such as weighted shortest job first (WSJF), return
on investment (ROI), and cost[1]benefit analysis (CBA)
Knowledge of organizational change management (OCM) frameworks and
techniques, such as lean change management and PROSCI
Knowledge of data modeling and data management practices, including
entity relationship diagrams, data definition, data structures,
data quality analysis, and data maintenance
Skills & Abilities Required
Experience with modernizing enterprise-level systems and
practices.
Proven ability to identify, analyze, and solve complex problems
through analytical approaches.
Proven ability to manage multiple initiatives while delivering
high-quality work on time.
Track record of professional development through independent
study
Ability to work effectively in a remote or distributed
environment
Excellent interpersonal and communication skills
Track record of designing and implementing robust processes
Proficiency with process management and value stream management
tools, such as Tasktop Integration Hub, Tasktop Viz
Proficiency with tools designed for process and data analysis,
management, modeling, and visualizations, such as iGrafx, Minitab,
PowerBI, Microsoft Office Suite, Visio
Experience with measurement system design, analysis, and
improvement, including dashboard and data model development
Ability to coach, train, and mentor others
Experience participating in and leading continual improvement /
continuous improvement activities, including workshop facilitation,
process mapping, process improvement, and waste elimination
Application configuration, administration, and maintenance
experience
Ability to lead large projects using structured project management
approaches
Preferred Knowledge, Skills, Abilities or Education
Experience (Required)
4 or more years of combined domain experience in value stream
architecture, DevOps, business transformation, and/or information
management AND Proven history of leading projects or initiatives
with strong outcomes.
