Your Specific Responsibilities:
The Bureau of Vital Statistics provides for the statewide
registration of all Florida vital record events, which includes all
Florida births, deaths, fetal deaths, marriages, and divorces. The
bureau issues more than 2.8 million certified copies annually. A
centralized database allows all 67 counties to issue birth
certifications, 1860 to present; and death certifications, 2009 to
present. Fetal deaths, marriages, and divorces, 1970 to present,
are available for certification from the state office. The bureau
maintains more than 22 million vital records. The bureau produces
routine and special analysis and reports of vital statistics data;
provides policy, procedure and monitoring of: 67 county local
registrars of vital statistics; 118 birthing hospitals; funeral
directors, medical examiners and physicians; and numerous tax
collector offices, in accordance with Chapter 382 Florida Statutes
and Chapter 64V, Florida Administrative Code.
This position is in the Records Registration Section of the Bureau
of Vital Statistics, and provides technical assistance and system
support to external users of the Electronic Death and Birth
Registration systems. The position is primarily responsible for
handling help desk calls, emails, system testing, and registration
support for funeral directors, medical examiners, hospitals, and
county health department staff. Specific responsibilities include
the following:
1. Assists users via phone and email with system access issues.
Coordinates with central or regional Department of Health help desk
to ensure tickets are worked on a timely basis and closed once
problem is resolved. Processes and tracks new user access
forms.
2. Develops and coordinates help desk procedures to ensure quality
and consistency is maintained in the delivery of services to
customers.
3. Troubleshoots and analyzes system performance; addresses user
error issues received by phone or email. Troubleshoots and analyzes
relational database components in connection with user error
issues.
4. Trains staff engaged in program support activities that enable
users to file vital statistics records electronically.
5. Develops and maintains user acceptance test scripts to ensure
that system performs as designed in requirements documents
including, but not limited to, any future enhancements of the
system. Reviews and updates system user manuals and guides.
6. Prepares and submits to management detailed reports dealing with
any and all user or facility activities within the system as
requested.
7. Coordinates with staff to ensure help desk coverage is provided
for weekends and holidays and may work a variable work week
schedule.
Required Knowledge, Skills, and Abilities:
1. Knowledge of computer equipment.
2. Ability to diagnose and resolve telecommunication problems.
3. Knowledge of records management system standards and
procedures.
4. Knowledge of Florida Statutes and Florida Administrative
Code.
5. Knowledge of the Department of Vital Records Registration and
code manuals.
6. Ability to coordinate activities of technical staff engaged in
records management system.
7. Ability to provide training and assessment, communicate
effectively, and to identify and solve problems.
Qualifications:
